Board of Education reviews facilities study

The results of a Bay Village City School District facilities study were presented at a Bay Village Board of Education work session on Monday, February 8. The board heard that three elementary school buildings constructed before 1956, as well as a high school built in 1960, would need some significant renovation and repair in order to keep them in service for the extended future.

The review, conducted by a team of architects, engineers and construction planners, covered upgrades and repairs for heating, ventilation, electrical and plumbing systems. The study also noted a few minor but urgent structural damage issues on exterior surfaces. Technology, flooring, storage and other interior needs, such as the high school science rooms, were also explored. In addition, a review of handicap accessibility, security and capacity based on enrollment estimates was done.

The upgrades fall outside of the district’s capital improvement plan that allocates about $350,000 per year out of operating funds for ongoing upgrades and repairs, including roofs and windows that have all been replaced on a planned cycle.

“We have taken excellent care of our school buildings,” said Clint Keener, Superintendent of Schools. “Systems eventually wear out, and we need to anticipate that and take action before it causes serious problems. It makes sense, both in terms of economics and planning for education, to take a proactive approach on these necessary, periodic investments.”

In addition to renovations and repairs, space will become a more pressing issue as district officials decide how to accommodate an all-day kindergarten mandate that is included in recent legislation. Administrators expect that they can waive the requirement for the next two years at most but may indeed need to offer all-day kindergarten during the 2011-12 academic year.

“We are considering a variety of scenarios as to how to add the necessary four classrooms for all-day kindergarten,” said Keener. “Financially, of course, it’s not just about classroom space. We’ll need to add teachers, transportation and other support to provide this additional service.”

Keener said that an operating levy, which will likely be on the ballot in November of this year, will include the added costs of all-day kindergarten. The amount of the levy will be affected by when the district decides to implement such a plan.

Keener noted that aging buildings and additional space for all-day kindergarten are issues also being addressed by surrounding school districts as demonstrated by the number of ballot issues already announced this year. “We all face the same problems, whether schools or residents. Sometimes you have to borrow money to pay for major replacements even when you’ve done a good job of regular maintenance. And sometimes you have to add space for a growing family.”

“The questions our board now faces,” Keener added, “include how much we must ask for in November for an operating levy, and then when and how large a bond issue we should consider for our needs. We are all sensitive to current economic conditions, and because of that, and because we kept our expenditures down, we stretched our operating levy cycle an additional year. We won’t be able to do that again.”

The facilities study was conducted by Cupkovic Architecture, LLC, Legat Kingscott, and Thorson, Baker & Associates, Inc. The district did not pay for the study, but the time and effort expended in completing it will be a consideration in the selection of an architect for any project based upon the study.

Board discussions will continue throughout the spring on how to approach facilities needs and on funding the district’s operating needs for the next few years. Scheduled board meetings are posted on the district’s website.

State running champ Michael Brajdic named Plain Dealer Boys Runner of the Year

Bay High junior, Michael Brajdic, won the individual title (5k run) in 15:49.81 in the November 7 Division II state track and field championship. Brajdic had the third-fastest time in any division. (He was also the Tiffin regional champ and the Lorain County Community College district champ.)

"It was definitely a perfect season," said Michael. "I had been training all summer, and thought I had a shot at the championship, but it was still surreal when it happened."

He then qualified for and ran in Nike Nationals in Portland, Oregon, on Dec. 5, where he finished 27th out of about 200. "That was a bonus," said Michael. I was just happy to be there.[Interview at Nike event]

Michael was named the Cleveland Plain Dealer's boys cross country runner of the year just before Christmas. He planned to take a short break and then begin training again through the winter.

"I'll be going on college visits this summer just to get a look at some campuses," said Michael, who will run again as a senior at Bay High. "No definite plans yet," he said, "but I do hope to continue running at the college level."

Bay Village District is Excellent with Distinction

The Bay Village City School District continued its historical trend of excellence by earning, for the ninth consecutive year, the highest Ohio Report Card rating for student achievement on the Ohio Achievement Tests and the Ohio Graduation Tests - Excellent with Distinction. In addition, individual schools were all rated Excellent at minimum.

Included for the second time in this year's ratings was the Value Added measure, a statistical measurement of the growth of individual students from year to year. The Bay Village district earned a positive Value Added rating.

In addition, all the district's schools met the Adequate Yearly Progress measure (AYP), which tracks achievement by subgroup student populations (economically disadvantaged, minority and special education).

"Our staff works very hard and focuses on success for all students," said Superintendent Clint Keener. "These results reflect the great job done by everyone."

The following links show each Ohio Report Card in our district (load time may take a few seconds):

Bay Schools again named to Best Music Communities in America List
The Bay Village City School District was named to the prestigious list of Best Communities for Music Education in America 2009. It is the seventh consecutive year that the Bay Village district has been awarded the designation. The list represents an annual snapshot of music education at its best. It is based on a nationwide survey conducted by the NAMM Foundation and several partner organizations in the fields of music and education. One hundred and twenty-four districts were selected to be on this year's list from schools across the nation, an expansion from the original selection of just 100 schools or school districts.

“We have an exceptionally strong music program in the Bay Village school district,” said Clint Keener, superintendent of schools. “I have been truly impressed with the caliber of music performances by our students.” Keener added that the parent support for the music program at the Bay Village Schools is a key component of the district’s success in the music program area.

The Bay Village City School District offers a general music curriculum to all grade levels in the district. Students can also begin an instrumental strings program in grade 4, which culminates in a Day of Strings sponsored by the Bay Village Educational Foundation. At the middle school level, students can participate in fifth, sixth, seventh and eighth-grade bands, Orchestra, Jazz Band, chorus for fifth, sixth, seventh and eighth grades, and Chamber Choir. Bay High School students can participate in a wide variety of choirs (Freshman Choir, Treble Ensemble, A Cappella Choir, Ladies Show Choir, Choraleers and Show Choir) and instrumental groups (Orchestra, Concert Band, Symphonic Band, Jazz Ensemble, Stage Band, Marching Band, Pep Band and Pit Orchestra), as well as music theory.

Bay High School, which houses a performance auditorium, uses a block schedule with special accommodations that allow flexibility for music students to schedule all their classes. The newly constructed Bay Middle School includes acoustically designed music classrooms with individual practice rooms and a state-of-the-art light and sound stage.

Student musicians draw large crowds that extend far beyond parents and grandparents. Holiday concerts are a cherished tradition; the chorale concert includes a community sing-along. Jazz bands bring senior citizens and their younger counterparts to their feet during the annual “Ballroom Blitz” at the local community center. The marching band creates a spirited atmosphere when it leads the Homecoming Parade through the center of town. Band members also volunteer to lead trick-or-treaters at Halloween during the local merchants’ Boo Village Parade, and they perform for the city's Memorial Day services.

Directors for the Bay Village instrumental music program are Darren Allen, Carrie Singler, and Mark Awad. Choral Directors are Devon Gess at Bay High School and Heidi Herczeg at Bay Middle School. Elementary school music instructors are Carrie Engelbrecht (vocal) and Claudia Hook (strings) at Westerly Elementary School, and Nicole Barrick (music) at Normandy Elementary School.

Criteria for selection to the “Best” list includes funding, enrollment, student-teacher ratios, participation rates in music offerings, instruction time, facilities, support for the music program, student participation in private music lessons and other factors in the community’s quality of music education.

“Strong evidence demonstrates that students who study music do well in math and science,” said Keener. “We don’t measure music on the proficiency tests, but in Bay Village, the quality of our music program is a very high priority.”

Research reveals strong correlations between quality music education in school and academic achievement. Students actively involved with music programs develop skills needed by the 21st century workforce, including critical thinking, creative problem solving, effective communication and team work. Science club continues Chain Reaction Contraption success

Bay High students of physics instructor Ann Mowery went to work once again this fall in creating a mechanical device that would perform a task in 20 or more steps. As in previous years, the school's contraption ranked among the top entries, this year placing third out of 35 schools, in the Chain Reaction Contraption competition (sponsored by Westinghouse) at the Carnegie Science Center in Pittsburgh on Friday, December 4.

This year's machine, entitled Victory in Vancouver in honor of the 2010 Winter Olympics, uses 29 steps which lead to construction of a pop up stadium. In addition to taking third place, the stadium won a special award entitled, What will you create?, which earned the team a return trip to Pittsburgh to tour Westinghouse's Davidson plant. In addition, the students will see their project showcased for Westinghouse engineers at the firm's Cranberry Plant, and the team will get a special tour of the new Westinghouse Supercomputer.

Student participants on this year's Contraption team were: Kyler Baumgartner, Robert Bonnett, Andrew Brant (leader), Matt Brant, Alex Burke, Josh Ferencik, Dina Gegpprifti, Vicky Gruber, Pat Kilbane, Samantha Kolke (leader), Brian Liechti, Alex Moorhead, Greg Naegele, Connor O’Doherty, Dave Perkins (leader), Laura Petto, Valerie Sain, Hillary Stradtman (leader), Andrew Stylski, Chas Veres, Mike Washington and Kelsey Weber.

Also for the third year, the team enjoyed the mentorship of Bay Village engineer Joe Guinter, and the sponsorship of residents Rhonda and Clete Schneider (True Value Hardware of Avon Lake).

The 2007 Bay High team placed in the Final 8 of the competition for their first year of participation in the competition. The 2008 Bay High team took the national championship.

Newsweek’s Top of the Class
The following Northeast Ohio high schools made Newsweek magazine’s list of the top 1,500 public high schools in the nation. Twenty-eight Ohio schools were ranked.

The measure is the number of Advanced Placement (AP), International Baccalaureate or Cambridge classes taken, divided by the number of graduating seniors.

While not measured here, Bay High students do exceptionally well on passing the tests required by our AP courses:

Chagrin Falls -- 163
Solon -- 214
Beachwood -- 415
Orange -- 421
Shaker Heights -- 449
Bay Village -- 793
Hudson -- 1,034
Firestone -- 1,252
Avon Lake -- 1,253
Perry -- 1,379
Brecksville-Broadview Heights -- 1,381

Bay High is consistently ranked in the top 5% of both Newsweek’s and U.S. News and World Report’s Best High Schools reports.

Bay Village District is Excellent with Distinction
The Bay Village City School District has earned the highest, and newest, Ohio Report Card rating for student achievement on the Ohio Achievement Tests and the Ohio Graduation Tests - Excellent with Distinction. In addition, individual schools were all rated Excellent at minimum.

Included for the second time in this year's ratings was the Value Added measure, a statistical measurement of the growth of individual students from year to year.

All the district's schools met the Adequate Yearly Progress measure (AYP), which tracks achievement by subgroup student populations (economically disadvantaged, minority and special education).

"Our staff works very hard and focuses on success for all students," said Superintendent Clint Keener. "These results reflect the great job done by everyone."

The following links show each Ohio Report Card in our district (load time may take a few seconds):

Note that grades K-2 do not take Ohio Achievement Tests, so Normandy Elementary parents receive only the district report card.
